North Yorks Enquirer harbours correspondent ALLAN ROBERTS shares his mirth over one breathtakingly innovative element of the Council’s ‘vision’ for an all new, singing-&-dancing, humming-&-toe-tapping version of Scarborough Harbour – ‘Masterplan’ courtesy of Hemingway Design.

Forgive me for spouting off, but I am given to understand that just one of the ‘visionary’ proposals contained in the secret Hemingway Design ‘Masterplan’ to regenerate Scarborough Harbour is to build an easterly whale-watching lookout point.
Harbour-users will be dumbfounded by the assurance that 24/7/365 Tom, Dick and their pal Harry will be able to rely on a ringside seat to observe whales – whether they happen to be passing by or not.
I will remind readers that the Council forked out around £15,000 of taxpayers’ money for this gem of a ‘Masterplan’, which it has been sitting on since June.
Little wonder, then, that SBC are so reluctant to share the details of this ‘Masterplan’ with the electorate – Councillor Jefferson must be so proud of it.
Call me a Jonah, but if this ‘Masterplan’ is not harpooned, there may be a whole lot of blubbering going on.
