Is CodHead suggesting that Inspector Mark Grange’s stated position that complaints against Council Officers and/or elected Councillors will be investigated only at the behest of the Council is somehow politically motivated? Surely not! One wonders which Councillors/Officers CodHead has in mind? In this cartoon, he is keeping them all under wraps. Presumably, he does not want to plant any ideas in anybody’s head . . .
