Dear Police and Crime Commissioner Mulligan,

Open Letter concerning the recent HMICFRS CDI Inspection 

Further to my recent article on the Her Majesty’s Inspectorate of Constabulary and Fire and Rescue Services (HMICFRS) Crime Data Integrity (CDI) for North Yorkshire Police (NYP), which rated crime recording by NYP as “Inadequate” (the lowest rating available to it):

“Inadequate inspection HMICFRS contradicts PCC Mulligan”

I have received no response from you to my correspondence with you over my concerns that you have issued a deliberately misleading press statement over this matter. It appears that when faced with an allegation of misconduct, your response is to maintain your right to silence. A classic PR strategy for evading any damage and/or criticism arising from a failure. Please can I ask how can you justify this as consistent with the duty contained in your oath of office, to “take all steps within my power to ensure transparency of my decisions, so that I may be properly held to account by the public.”?

Please can I also ask for a full response to my correspondence.
