  • Crime and Parliamentary affairs correspondent TIM HICKS reports on the latest amazing revelations about the Jimmy Savile/Peter Jaconelli paedophile ring that was active in North Yorkshire from about 1947/51, with the full knowledge of North Yorkshire Police, until Savile’s death in 2011.

There have been a number of major developments over the last two weeks in Real Whitby’s ongoing investigation into paedophilism in Scarborough.  These are:

  • Yesterday it was announced that the Police have started an investigation into Sir Cyril Smith, who was a friend of Jimmy Savile and whom we have established visited Scarborough:  http://www.bbc.com/news/uk-27183369
  • MP Simon Danczuk, who did such a good job in unmasking Savile-associate and paedophile Sir Cyril Smith MP, has now indicated that he may use parliamentary privilege to unmask a former MP who is much more important than Sir Cyril Smith.  We believe this man is known to Real Whitby.  We are watching developments with interest
  • Real Whitby witness ‘M’ has come forward, explicitly confirming to North Yorkshire Police Operation Hibiscus that Savile-associate Jaconelli was a paedophile who offended acting in joint enterprise with Savile, and this was known openly in Whitby and Scarborough.
  • North Yorkshire Police have asked Real Whitby for assistance in its investigation into Jimmy Savile, Peter Jaconelli, another man and their associates.  A representative of Real Whitby has had a useful and productive meeting with Officers from the North Yorkshire Police OPERATION HIBISCUS team.
  • We have confirmed that Sir Cyril Smith visited Scarborough and although we have no evidence that he committed any offences during his visits, this cannot be excluded until the police complete a cold case review.
  • As well as bringing vulnerable patients from Rampton to meet Jaconelli and another member of the ring in Scarborough, we understand Savile also visited Skegness in Lincolnshire with patients from Rampton.

Regular readers of Real Whitby will know that over the last eighteen months we have consistently alleged that Jimmy Savile operated in a paedophile-ring in Scarbrorough and Whitby, with Peter Jaconelli and others – some of whom may still be alive and could still be prosecuted.  We have also alleged that North Yorkshire Police was responsible for the four most important failures to arrest Savile:

  1. The failure to arrest Jaconelli, from 1947/51 to 1999 which would surely have led the police to Savile. Arresting Savile may also have led them to Smith, but we will now never know.
  1. The failure to investigate complaints about Savile in Scarborough from at least the 1970’s until his death in 2011, which would have led to his arrest and prevented decades of offending.
  1. The failure to arrest Savile as a result of the allegation North Yorkshire Police now admits it received in about 2003 or even earlier.
  1. The failure to pass on the intelligence to Surrey Police in 2007 that North Yorkshire Police now admits it had in at least 2003 (as Real Whitby has consistently alleged), which ensured the failure of the Surrey investigation.  Again, had it been passed on, it would probably have led to Savile’s arrest, but would inevitably have revealed that North Yorkshire Police had protected Jaconelli for years, because he was a Councillor, Alderman, the Mayor, a millionaire and a prominent local business man – something North Yorkshire Police were obviously at great pains to avoid.

The response of North Yorkshire Police was a very effective cover-up, which has meant that it has unfergone no external investigation or public criticism for its failings.

Assistant Chief Constable Sue Cross produced a report into the failure of North Yorkshire Police to arrest Savile, Jaconelli or the other members of the ring in which she ignored all evidence to the contrary, to exonerate North Yorkshire Police from any responsibility for this failure.

Following the broadcast of the BBC Inside Out documentarywhich proved conclusively that Jaconelli was a paedophile and quoted witnesses that confirmed that North Yorkshire Police knew all about him – as alleged by Real Whitby – a new investigation, Operation Hibiscus, has had to be launched, effectively quashing the investigation by Assistant Chief Constable Cross.  This is the fourth investigation into Savile and Jaconelli in Scarborough and will run for several weeks, rather than the nine working days that Cross took.

North Yorkshire Police have now explicitly conceded that the allegations Real Whitby made were accurate and that former Mayor Councillor Peter Jaconelli was a paedophile.  Real Whitby has made new evidence available to North Yorkshire Police Operation Hibiscus that irrefutably verifies that Savile and Jaconelli offended together in a ring, as we have always alleged.  However, in addition to threatening to arrest one of our journalists, North Yorkshire Police has also initiated information warfare against Real Whitby by withdrawing the contact from its Corporate Communications Department we previously enjoyed, withholding a press release, ignoring freedom of information requests and ignoring correspondence.

Offending on this scale, they could not possibly have been unknown to the police.  Every schoolboy and parent in Scarborough certainly knew about Jaconelli and Witness ‘M’ has confirmed they offended relatively openly in Whitby and Scarborough.

3 April 2014:  As a result of pressure from Real Whitby and the BBC, North Yorkshire Police voluntarily refers itself to the IPCC:  Referral is over the way it responded to an allegation it received over a decade ago about Jimmy Savile and about independent allegations made on the BBC about Peter Jaconelli. The referral also relates to whether any information NYP held on record about Savile or his known associates was properly and comprehensively disclosed to Her Majesty’s Inspector of Constabulary (HMIC) when it, and other police forces in England and Wales, were asked to do so by HMIC in December 2012 and again by the IPCC in May last year.North Yorkshire Police confirm the Real Whitby allegation that Savile-associate Peter Jaconelli was a paedophile is correct.
8 April 2014.  North Yorkshire Police initiate its fourth known investigation into Jimmy Savile and his associates codenamed OPERATION HIBISCUS:  This and the voluntary referral to the IPCC (above) explicitly recognises that the Cross investigation has been quashed as unreliable.It also explicitly vindicates the criticisms Real Whitby has made of North Yorkshire Police’s failure to arrest any of the members of the longest-running and most prolific ring of rapists and sex offenders in British criminal history, that offended openly in Scarborough for over fifty years with the full knowledge and acquiescence of North Yorkshire Police.

Real Whitby has forwarded the appeal for information from North Yorkshire Police to the witnesses we have developed.  We are not a police-bashing publication.  We will always will cooperate with the police and assist them in their duties to protect the public.  Despite the hostility we have had from North Yorkshire Police, over the past eighteen months we have:

  • Sent a representative to London to be interviewed by officers of the Metropolitan Police and made available evidence we had collected to Operation Yewtree.
  • Given evidence to officers of the Metropolitan Police from Operation Yewtree in Whitby for about a day.
  • All of the evidence generated by Real Whitby was subsequently forwarded to North Yorkshire Police by the Metropolitan Police.
  • Made evidence available to the investigation by Rampton Secure Psychiatric Hospital into the visits of patients to Jaconelli organised by Savile.
  • Most of the witness information Real Whitby has generated has been published and is available to North Yorkshire Police from our website.  We are aware that North Yorkshire Police monitor the website and that we have an active following amongst many North Yorkshire Police Officers.
  • Met with officers from Operation Hibiscus and made evidence available to them.
  • Assisted North Yorkshire Police by publishing appeals for information in respect of Operation Hibiscus and contacting witnesses .
  • Forwarded information on the Jaconelli ring to Greater Manchester, Lincolnshire and Lancashire Police.
  • Assisted North Yorkshire Police by publishing appeals for information in relation to local criminal and missing persons investigations.
  • Maintained a news black-out in respect of operational matters whenever requested.

However, Real Whitby will also criticise North Yorkshire Police whenever it is in the public interest to do so.  The inexcusable failure to arrest Savile and Jaconelli, or to conduct an impartial investigation into this failure are cases in point.

It has been obvious for some time that North Yorkshire Police covered up for Jaconelli and Savile during their lifetimes and is trying to evade legitimate criticism and supress evidence over this failure.  As a result Operation Yewtree, the IPCC, HMIC and Home Secretary’s statement to Parliament have not reflected the catastrophic policing failures in North Yorkshire and are all fundamentally flawed.  We have still not got to the bottom of how Savile evaded arrest, nor of the Scarborough ring.  This could be because some of the officers that served in Scarborough and Whitby police stations could end up facing public criticism or even criminal  charges.

The response of North Yorkshire Police has led to an understandable reluctance by the public to come forward to give evidence and the consequent emergence of Real Whitby as a vehicle for witnesses to come forward by publishing their evidence.  As a result of this lack of public confidence in North Yorkshire Police to investigate itself impartially, it will be impossible for it to now produce a credible response to these allegations, no matter how impartial or diligent the investigation team for Operation Hibiscus is.

The only credible option now is for another Force to be called in to conduct a full and impartial investigation that will be able to regain public confidence.
